Minutes of meeting held on Tuesday 25th September 2007 in the Castletown Drill Hall at 7:30pm. Present: E. Geddes, D. Fraser, A. Swanson, I. Calder, M. Cormack, I. Moodie (Village Officer), A. Begg (Dog Warden) Apologies: G. Calder, R. Coghill (Landward Caithness Councillor), W. Swanson, A Hill. Dog Warden Presentation. A. Begg, informed the members of her responsibilities within the Castletown area, how she had handed out two dog fouling penalties and one fly tipping penalty. By patrolling the area on a regular basis, now knows who the irresponsible owners are. Members suggested the need for more dog litter bins and their location. On the suggestion of the dog warden, two members will meet on Wednesday 3rd October at 18:00 hrs. with the warden and patrol the harbour area and school area, handing out cards highlighting the responsibilities of a dog owner and also some dog litter bags to any dog owners they met. D Fraser thanked the warden for her attendance and presentation as she took her leave from the meeting. 2/MINUTES OF THE LAST MEETING AND MATTERS ARISING FROM THEM: The minutes of the last meeting held on 28th August 2007 were read and agreed as a true record. 3/VILLAGE OFFICER UPDATES Grass cut when able to - I. Moodie informed the members that the growth of grass had somewhat slowed and the requirement to cut the grass would not be so often. On the basis that another party was to cut the grass at Pentland Place, Memorial Square and Olrig Place for the price quoted by the Highland Council. They would be paid directly from The Highland Council. With regards to continuing requirement for the cutting of trees and other hedging at Harland Road and the Wick road. R. Coghill passed on the information that David Sutherland, (Ward Manager) had been to Castletown and taken photographs of the areas involved and awaiting reply. Bin at heritage car park has not been replaced. The village car park notice board still awaiting replacement. 4/POLICE REPORT No official report, however, D Fraser had made one call to the police that boys were playing at the Co-op corner and kicking their ball on to the road. 5/CORRESPONDENCE Letters received were discussed and noted as follows:
With Regards to the planning application by R Leith, the members were not in favour of the application. It was discussed that it was sited in too close a proximity to residential housing, due to increased traffic and noise from such a business. Suitable property could be sought elsewhere in Castletown. 6/AOCB With regard to the recycling facility at the car park, in particular, the waste paper bin constantly full, a double size bin was suggested. Lack of a pavement from 14 Murrayfield to Ice Tech factory was highlighted. The purchase of a new photocopier was discussed, as the current one is no longer working. (1995 figures suggested a photocopier and a facsimile machine would cost in the region of £1500) To aid the increase in responsibility for grass cutting around the village a new mower would need to be bought, costing around £2500 - £3000. At present there is a balance of £2000 in the account towards the two projects and further funding would need to be sought. Being no further business the date for the next meeting was set for Tuesday 30th October 2007 at 7:30pm in the Castletown Drill Hall. The meeting closed at 21:20hrs. |
